New Bob Skills API: Push and sync skills into Bob

The Skills module in Bob helps you define and manage the capabilities your workforce needs to succeed. Use the Bob Skills API to create, update, search, and archive skills in Bob from an external system.

What’s changed

• Create skills with name, description, status, category, source, externalId, and proficiency-level descriptions.
• Update or archive skills in bulk using the stable source + externalId locator.
• List Bob’s configured proficiency levels before adding level-specific descriptions.
